If you are fearless or stupid enough to brave a siege on a well entrenched area then these are the rules and guidelines for you!
Definition:the act or process of surrounding and attacking a fortified place in such a way as to isolate it from help and supplies, for the purpose of lessening the resistance of the defenders and thereby making capture possible.
Therefore to siege an area you, as the leader must first and foremost cut off supplies. The Overseers will not allow a siege to take place unless this is accomplished. However, if the attack force is so large that victory can be rapidly achieved (Ex: An Front attacking a Brigade), exceptions may be allowed.
The formations of armies can be found here:

What you will need:-
AT LEAST 3 siege engines (catapults to siege towers, anything works p.s. More siege engines make it easier.)
-
AT LEAST 2 divisions (But the siege will probably fail)
- The consent of an Overseer (If you fail to notify an Overseer, the siege will automatically fail and your siege weapons and troops will be destroyed)
- The notification of the target force/town/fort
As most people will not have 2 divisions at their disposal it is possible to do two things:
1) Recruit a comrade from your army, this will make it easier to make well prepared out plans.
2) Use allies. Sometimes my enemy's enemy is my friend, a good opportunity to break a strong point is a very interesting idea to other countries.
Good luck Commanders and may you be fortunate in your endeavors.
